National Laboratory Pays Nearly $4.8 Million to Settle Allegations it Overcharged Connecticut Medicaid

 

U.S. Attorney Leonard C Boyle, Special Agent in Charge Phillip Coyne of the U.S. Department of Health and Human Services, Office of Inspector General, and Connecticut Attorney General William Tong today announced that REDWOOD TOXICOLOGY LABORATORY, INC. has entered into a civil settlement agreement with the federal and state governments and has paid nearly $4.8 million to resolve allegations it overcharged the Connecticut Medicaid program for certain laboratory services.

 

Redwood Toxicology Laboratory (“RTL”), with a headquarters located in Santa Rosa, California, provides laboratory-testing services, specifically urine drug testing services, for substance abuse patients enrolled in the Connecticut Medicaid program. The government alleges that RTL violated Connecticut’s so-called “Most Favored Nation” regulation (Conn. Agencies Regs. § 17b-262-649), which provides, in essence, that clinical laboratories should not seek payment from Connecticut Medicaid for services at a price that is higher than the lowest price the laboratory charges for the same or similar services from other third parties. Specifically, the government alleges that RTL regularly accepted payments from Connecticut Medicaid for certain urine drug tests at the rate of $38 per test, while at the same time charging other third parties from $2 to $10.50 for the same or substantially similar urine drug tests.

 

To resolve the governments’ allegations, RTL agreed to pay $4,797,578, which covers claims submitted to the Connecticut Medicaid program from January 1, 2015, through and including February 24, 2018.

 

“We are committed to ensuring that public funds used for substance abuse treatment are properly spent, and clinical laboratories that charge government health care programs a higher price than they charge to other providers for the same or similar services will be held accountable,” said U.S. Attorney Boyle.

 

This matter was investigated by the Office of Inspector General for the Department of Health and Human Services. The case is being prosecuted by Assistant U.S. Attorney Richard M. Molot, and Assistant Attorney General Gregory O’Connell of the Connecticut Office of the Attorney General.

Cryptocurrency platform blocks 25,000 Russian accounts

 

Coinbase says it shared addresses of the blocked “Russian” accounts with the US government

 

Cryptocurrency exchange platform Coinbase has announced it blocked thousands of accounts related to Russians. The site has vowed to support sanctions imposed by the West on Russia.

 

“Today, Coinbase blocks over 25,000 addresses related to Russian individuals or entities we believe to be engaging in illicit activity, many of which we have identified through our own proactive investigations,” the company announced in a statement on Monday.

 

While the platform did not specify the type of prohibited activity the accounts had allegedly been involved in, it noted that the sanctioned addresses had been already handed over to the US authorities.

 

Once we identified these addresses, we shared them with the government to further support sanctions enforcement

 

Coinbase further claimed the West’s sanctions “play a vital role in promoting national security and deterring unlawful aggression,” and said the company “fully supports these efforts by government authorities.”

 

Coinbase CEO Brian Armstrong announced last week that his company was complying with sanctions against Russia by blocking the accounts of Russian citizens who are clients of several major Russian banks that were hit by the penalties.

 

At the time, he insisted, however, that the exchange was not “pre-emptively” blacklisting Russians, arguing that “everyone deserves access to basic financial services”

Russia Offers to Carry Out a Cease Fire Tomorrow Morning in Ukraine

 

Russia is reportedly announcing a cease-fire that will occur tomorrow in Ukraine.

 

The Washington Times reported tonight:

 

Russia’s U.N. Ambassador Vassily Nebenzia says Russia will carry out a cease-fire on Tuesday morning at 10 a.m. Moscow time and open humanitarian corridors to evacuate citizens from Kiev, Chernigov, Sumy and Mariupol.

 

He took the floor at the end of a U.N. Security Council meeting on the humanitarian crisis in Ukraine on Monday to make the announcement.

 

“This proposal doesn’t have any demands about the citizens being sent necessarily to Russia, into Russian territory,” he said.

 

The Houston Chronicle also reported:

 

“There’s also evacuation offered towards Ukrainian cities to the west of Kyiv, and ultimately it will be the choice of the people themselves where they want to be evacuated to,” Nebenzia said.

Kamala Harris Attacks Truckers for Pollution as ‘People’s Convoy’ Protesters Hit D.C.

 

 

Vice President Kamala Harris criticized the levels of pollution caused by heavy trucks on the same day a group of patriotic truckers circled Washington, DC.

 

“Pollution from heavy-duty trucks and buses has made the air poisonous to breathe and this pollution is also, of course, accelerating the climate crises,” Harris said during a speech near the White House on Monday. “Threatening the future not just of our communities, but of the entire world.”

 

Harris did not mention the arrival of the “People’s Convoy” protest of American truckers over the weekend. The group of truckers planned to circle Washington, DC on the Capitol beltway on Monday to protest coronavirus restrictions.

 

During her speech, Harris told the story of a California community she visited when she was the attorney general, blaming heavy freight trucks and public buses for the majority of the pollution hurting the community.

 

She also shared her dream to get rid of all diesel powered trucks and buses and replace them with electric powered vehicles.

 

“Imagine a future: The freight trucks that deliver bread and milk to our grocery store shelves and the buses that take children to school and parents to work…. Imagine that they produced zero emissions,” she said.

 

Harris celebrated the news that the Environmental Protection Agency announced a new rule Monday to cut nitrogen oxide emissions from heavy trucks by up to 90 percent by 2031.

 

EPA administrator Michael S. Regan defended the new rule as a matter of environmental justice, noting that “people of color and those with lower incomes” were “more likely” to live near trucking freight routes in the United States.

 

Harris also touted the $1.5 billion in grants to replace diesel-powered buses with electric buses in Biden’s infrastructure bill as a step forward in the Biden administration’s dream.

Federal Judge Orders Joe Biden to Stop Mass Release of Illegal Migrant Children at Border

 

A Texas federal judge on Friday ordered President Joe Biden to stop the mass release of illegal migrant children crossing the southern border into the country.

 

Judge Mark Pittman’s order prevents Biden from exempting minor migrants from Title 42. Title 42 is an immigration policy implemented by former President Donald Trump that allows U.S. immigration officials to expel immediately migrants who come to the southern border. Title 42 was implemented in the wake of the coronavirus pandemic.

 

Since the policy’s start in March 2020, the federal government has expelled more than 1.6 million migrants.

 

Biden previously declined to expel unaccompanied minor children under Title 42. Instead, he allowed the young migrants to enter the country, where they would be placed under the U.S. Department of Health and Human Services’ supervision. From there, they would be placed with sponsors in the United States, who are typically family members.

 

Pittman wrote:

 

Here, the President has (arbitrarily) excepted COVID-19 positive unaccompanied alien children from Title 42 procedures—which were purposed with preventing the spread of COVID-19. As a result, border states such as Texas now uniquely bear the brunt of the ramifications. Yet, while policy decisions are beyond judicial review, those agency actions that are “arbitrary, capricious, . . . or otherwise not in accordance with law” will be set aside.

 

Pittman explained that the “ramifications” Texas deals with include strains on the state’s public school system and medical resources, and increased incarceration.

 

A record number of more than 122,000 unaccompanied minors arrived at the southern border during the fiscal year 2021.

 

Texas Attorney General Ken Paxton said the decision is a “win for Texas & children—loss for Biden & cartels!”

A Guantanamo Bay detainee who has been held at the facility since 2002 for his role in the terror attacks on September 11th, 2001 has been released from US custody and sent back to his home country by the Biden regime, according to the Department of Defense (DoD).

 

Mohammad Mani Ahmad al-Qahtani, also known as 9/11’s “20th hijacker,” was repatriated to Saudi Arabia this week, where he will receive mental health treatment at a psychiatric facility.

 

Al-Qahtani’s lawyers argued that he has suffered from schizophrenia from a young age and has repeatedly attempted to commit suicide while in custody at GITMO. Nevertheless, al-Qahtani was a devoted member of the Al-Qaeda terrorist organization that orchestrated the 9/11 attacks, and, if he had not been prevented from entering the US by a thorough customs agent, would have taken his seat alongside four other hijackers on United Airlines flight 93 – the plane that was taken down in Pennsylvania after passengers and crew members attempted to regain control from the terrorists.

 

After being turned away by US customs, al-Qahtani was eventually captured in Afghanistan as he fought for Bin Laden and Al-Qaeda in the battle of Tora Bora in December 2001.

 

He has been held at GITMO ever since, but not anymore, thanks to Biden regime.

 

Meanwhile, while Biden green-lights terrorists to go home, hundreds of Americans are being politically persecuted and tortured in the DC Gulags for thought crimes and participating on January 6th.

The DoD announced al-Qahtani’s transfer in a statement on Monday:

 

“The Department of Defense announced today the repatriation of Mohammad Mani Ahmad al-Qahtani from the detention facility at Guantanamo Bay to the Kingdom of Saudi Arabia.

 

On June 9, 2021, the Periodic Review Board process determined that law of war detention of Mohammad Mani Ahmad al-Qahtani was no longer necessary to protect against a continuing significant threat to the national security of the United States. Therefore, the PRB recommended that al-Qahtani be repatriated to his native country of Saudi Arabia, subject to security and humane treatment assurances.

 

On Feb. 4, 2022, Secretary of Defense Austin notified Congress of his intent to repatriate al-Qahtani to Saudi Arabia. In consultation with our Saudi partners, we completed the requirements for responsible transfers.

 

The United States appreciates the willingness of Saudi Arabia and other partners to support ongoing U.S. efforts toward a deliberate and thorough process focused on responsibly reducing the detainee population and ultimately closing of the Guantanamo Bay facility.

 

The PRB process was established by the President’s March 7, 2011 Executive Order 13567. It is consistent with section 1023 of the National Defense Authorization Act for fiscal year 2012 and affirmed in Executive Order 13823 (January 30, 2018).

 

The PRB panel consists of one senior career official each from the Departments of Defense, Homeland Security, Justice, and State, along with the Joint Staff and the Office of the Director of National Intelligence.”

 

After al-Qahtani’s departure, there are now a total of 38 detainees remaining at Guantanamo Bay, almost all of which are being considered for release or transfer. Just two of the prisoners have been convicted in military commissions, while the 36 others are pending review in some form.

Hopes for a quick resolution to the conflict in Ukraine have been lost — and its resulted in the worst decline in US shares in 16 months.

 

Wall Street stocks plunged Tuesday in the latest rout following Russia’s attack on Ukraine as worries mount that spiking commodity prices will slow the economy.

 

The Dow Jones Industrial Average dove 2.4 per cent, a loss of nearly 800 points, to finish at 32,817.38, continuing last week’s retreat.

 

The broadbased S&P 500 sank 3.0 per cent to end at 4,201.09 — its biggest decline in 16 months — while the tech-rich Nasdaq Composite tumbled 3.6 per cent to 12,830.96.

One Of China's Largest Banks Fails To Pay Margin Call After Today's Monster Nickel Squeeze

 

Around the time Peabody was served with a $534 million margin call on its hedging coal futures short, which it funded with a new $150MM unsecured (10%) revolver from Goldman Sachs, one of China's largest banks was also served with a margin call for hundreds of millions of dollars on a nickel short gone terribly bad after the price of Nickel did… well this:

 

However, unlike Peabody, a unit of China Construction Bank Corp - one of China's "Big Four" banks - was given additional time by the London Metal Exchange to pay hundreds of millions of dollars of margin calls it missed Monday amid an unprecedented spike in nickel prices. The reprieve from the LME - which just last week sent out thousands of erroneous margin calls on metals contracts - means that the unit, called CCBI Global Markets, is not formally in default, Bloomberg reported citing sources.

 

The details of the non-payments aren't quite clear: Bloomberg notes that the deferred default "isn’t necessarily an indicator of any problems at the parent company" although Bloomberg may be merely trying not to antagonize a major client. Instead, the media conglomerate suggests that the non-payment is more likely due to a failure by one of its metals-industry clients to make margin payments to CCBI Global Markets, which is a broker on the LME’s open-outcry trading floor. That in turn, left CCBI Global Markets struggling to arrange payment of the unusually large margin calls after the end of the business day in Asia, as nickel prices exploded throughout Monday.

 

As reported earlier, Monday’s monster squeeze was driven by market participants with short positions being forced to close out as they couldn’t meet margin calls.

 

But while a big Chinese bank may have had immunity, others may not be so lucky: Bloomberg previously reported that Chinese entrepreneur Xiang Guangda - known as “Big Shot” - had a large short position on the LME through his company, Tsingshan Holding Group, the world’s largest nickel and stainless steel producer. It's unclear whether that particular trader received a margin call and if he paid it.

 

And so, as we wait for more massively short squeezed names to emerge, we can't help but wonder if this is precisely the start of the "liquidity crisis" predicted by Zoltan Pozsar; after all, he has called virtually everything else spot on so far…

Trump attacks Bill Barr: 'Never had the energy or competence'

Former President Donald Trump on Monday evening slammed former Attorney General Bill Barr for his actions after the 2020 election.

 

"Bill Barr said, and just reiterated, that the Trump campaign was 'spied on,' but did nothing about it," the former president said.

 

On Monday evening, Fox News host Bret Baier spoke with Barr about his memoir "One Damn Thing After Another" and his time in the Trump administration.

 

"The president's campaign was spied on," Barr said.

 

"And is that a crime?" Baier asked.

 

Barr did not dispute the fact a crime may have been committed but said it was an issue for Special Counsel John Durham to resolve.

 

"Well, it depends on the motivations of the FBI people involved, and that's obviously one of the things Durham has to look at," Barr said.

 

"He then said, 'mail-in ballots are prone to fraud,' and then did nothing to catch the fraudsters," Trump wrote in response to Barr.

 

Barr said he was unable to find any evidence of election fraud.

 

The former president also accused Barr of switching sides politically.

 

"He was so afraid of being impeached, that he went to the other side—and they left him alone," Trump said. "Barr was a 'Bushie' who never had the energy or competence to do the job that he was put in place to do."

 

The Fox host mentioned how Trump had insulted Barr personally.

 

Barr responded: "This is the usual conduct of the [former] president. When he falls out with someone and someone doesn't agree with him on something, he attacks them personally and it's sort of an infantile attack."

 

Barr added that he has been a "dedicated conservative Republican" his entire life.

 

He served as attorney general under George H. W. Bush and said that he supported Trump and called the administration successful overall.

 

Barr even said that while he would not support Trump in the primary, he would vote for the former president again in the 2024 general election if he becomes the nominee.
