An open letter to the foreign participants of the 5th Eastern Europe and Central Asia AIDS Conference

 

ack DeHovitzHead of International Training & Research ProgramThe HIV Center for Women and Children, SUNY Downstate Medical Center DirectorAll other foreign participants of the 5th Eastern Europe and Central Asia AIDS Conference 12.10.2015.Dear colleagues, We, activists and representatives of the key populations affected by HIV and non-governmental organizations working in the field of combating the HIV epidemic in Eastern Europe and Central Asia (EECA)and other countries, with this open letterwould like to express our concerninanticipation of your expected participation in the 5th Eastern Europe and Central Asia AIDS Conference that will take place in Moscow in March 23-25, 2016.The region of EECAis the only region in the world where the HIV epidemic continues to spread (most notably in Russia, Ukraine, and Uzbekistan)and where the rate HIV related deaths continues to grow. Just

 

two countries,Russia and Ukraine, account for more than 85% of the total population living with HIV in the region.The community of people who inject drugs is the one most affected by of HIV. Thisis why holding a regional conference to address criticalissues of prevention, treatment and care associated with HIV extremelyimportant and we fully support holding such a conference.But not in Russia! We are sure you are wellaware that the Russiangovernment openly opposes effective evidence-based approaches to HIV prevention,substituting them with purges andcriminalizationandinstillingintolerance and discriminationtowardsthe groupsmost affected by HIV aspeople who use drugs (PUD), sex workers and men who havesex with men.This conference must not be held in the country where the law contradicts what we know is humaneand effective in countering HIV. For 22 years International AIDS Conferences werenotheld in the USA becauseofits law limiting travel by people living with HIV which contradictedgood practice inhuman rights and public health. Only once this law was abrogated was the conference held there.The Eastern Europe and Central Asia AIDS Conferencemust not be held in the country that has recently adopted a number of homophobic laws which led to hate mongering, physical violence and psychological abuse of LGBTQI community members. Within the limits of this legislation,open participation of LGBTQI community representatives in the conference and discussion of LGBTQI issues might be considered as propaganda of homosexuality and can lead to prosecution under the law. Work on HIV prevention among the LGBTQIcommunitybecame almost impossible in Russiawithin the bounds of these laws. The activists from other countries of the region who receive opioid substitution therapy (OST) with methadone and buprenorphine will not be able to take part in the conference because OSTis banned in Russia. Let‟snot forget that, since OST programs were shut down in Crimea by the decision of Russian officials last year,more than 100 formerOST clients1have died!Otherswere forced to abandon their homes and either move to other countries to continue the treatment or return tothe useof illicit drugs. Instead of discussing this issue with UN and other organizations interested in resolution of this humanitarian crisis, the Ministry of Foreign Affairs of the Russian Federation issued a note to the Special Envoy of the UN General Secretary for HIV/AIDS in EECA demanding itto stop publishing the data on mortality rates of former OST clientsin Crimea.

About the Alliance

 

The International Charitable Foundation “Alliance for Public Health” (formerly known as the International Charitable Foundation“International HIV/AIDS Alliance in Ukraine” until November 2015) (hereinafter – Alliance) is a leading non-governmental professional organization making a significant impact on the epidemics of HIV/AIDS, tuberculosis, viral hepatitis and other socially dangerous diseases in Ukraine. In cooperation with state partners and civil society organizations, it provides financial and technical support to programs, covering over 250,000 representatives of most vulnerable populations:the highest such coverage indicator in Europe.

In 2018 Alliance received international accreditation from the Frontline AIDS (UK). Alliance has received the highest professional accreditation to confirm that it complies with nine principles in the areas “Governance and Sustainability”, “Organisational Management” and “HIV Programming” based on 38 standards. Currently it is the only organization in Eastern Europe and Central Asia with such accreditation. The accreditation will be valid for four years until 2022.

Alliance History

 

The Alliance for Public Health (Alliance) started operating at the end of 2000 as an international technical assistance project within the Transatlantic HIV Prevention Initiative supportedby the US Agency for International Development and the European Union (2000 – 2004).

 

As an independent legal entity registered in Ukraine since 2003 and upon establishing its own governing bodies in January 2009, the Alliance shares the values, and remains a member of, the Frontline AIDS global partnership – an international charitable foundation uniting 33 organizations from different countries with its secretariat in Hove (UK).

 

Since its establishment, the Alliance has demonstrated sustainable organizational development. It makes a daily, uninterrupted contribution to combating the epidemic. Over the last decade our contribution has been the most significant in Ukraine, which makes the Alliance a leader in supporting the state in the fight against AIDS. The program implemented by Alliance and its partners is described by WHO as one of the best practice examples to HIV prevention in Europe.

 

The Alliance has deployed antiretroviral therapy programs and implemented substitution maintenance therapy, pharmacy-based HIV prevention, and prevention among street children. The Alliance regularly conducts research and facilitates innovative approaches and best practices in Ukraine and worldwide.

 

The Alliance is the official co-implementer of the National Targeted Social Program to Fight HIV/AIDS in 2014 – 2018 approved by the Supreme Council of Ukraine on 20 October 2014.
