President Obama's speech on Wednesday in Estonia, a small eastern European country that reasonably fears it could be next on Russia's invasion list, was a huge step against Russian aggression. Obama promised that the US and the other members of NATO (a military alliance that includes most of Europe) would fight to defend any invaded member state, including Estonia, as if it were "Berlin [or] Paris [or] London." That is a big deal, meant to deter Russian aggression with the ultimate threat: war against the United States military.
But there was another message in Obama's speech, one that was in the subtext but came through loud and clear, especially to Ukrainians: the United States and NATO will not defend Ukraine from the ongoing Russian invasion pushing across its border. The US is not exactly abandoning Ukraine — it still wants to help — but it is not going to do anything that would force the Russian invasion to stop.
The Obama White House is no stranger to the Ukrainian capital of Kiev, which Vice President Joe Biden visited in a show of support in April, shortly after Russia had invaded and annexed Crimea. So Obama clearly could have gone there for this speech, which he announced in response to Russia's mid-August invasion of eastern Ukraine. But he didn't, and that's significant.
Obama's choice to go to a NATO country and assert that the US will defend other NATO countries, at a moment when Russia is invading a non-NATO country, made it pretty clear that the US is not going to turn back Russia's tanks in Ukraine — or, perhaps, in any other non-NATO country, such as Moldova, where Putin is supporting breakaway separatists, or Georgia, where Russia fought a war in 2008.
This does not mean that the US and Europe are indifferent to Ukraine's plight. They have sanctioned Russia's economy repeatedly and heavily, sending it to the precipice of recession. They have isolated Russia politically, for example by booting it from the G8. But these sanctions are about punishing Russia to deter it from future invasions, or at best an attempt to convince Putin that invading Ukraine is not worthwhile. But Putin's actions have demonstrated very clearly that he is willing to bear Western economic sanctions for his Ukraine invasion, and the US is not escalating further, so the invasion continues. ..

The Associated Press reported Monday that former President Barack Obama released $221 million in U.S. funding for the Palestinian Authority on the morning of Friday, January 20 — just hours before he was to leave office.
The AP details:
A State Department official and several congressional aides say the outgoing administration formally notified Congress it would spend the money Friday morning, just before Donald Trump became president.
More than $227 million in foreign affairs funding was released at the time, including $4 million for climate change programs and $1.25 million for U.N. organizations.
At least two GOP lawmakers had placed holds on the Palestinian funds. Congressional holds are generally respected by the executive branch but are not legally binding.
This was not the first time Obama had granted funding to the Palestinian Authority despite Congress’s wishes. In 2012, for example, he unblocked nearly $200 million that had been frozen in response to Palestinians’ unilateral actions at the United Nations, using a legal waiver included in the Palestinian Accountability Act.
Republicans have increasingly called for blocking or canceling funding to the Palestinian Authority, not only because of unilateral diplomatic moves toward statehood, but also because of increasing evidence that funds are used to incite violence and provide financial rewards to terrorists.
The Palestinian Authority reportedly provides compensation to the families of terrorist prisoners incarcerated in Israeli prisons, as well as to those who have killed themselves in attacks on Israeli civilians. The total amount allocated by the Palestinian Authority budget for “the Care for the Families of the Martyrs” was reportedly about $175 million in 2016, and an additional $140 million was reportedly allocated for payments to prisoners and former prisoners.
Palestinian Authority President Mahmoud Abbas was also among the first world leaders that President Obama called after taking office in January 2009.

As a candidate, Donald Trump suggested he would recognize the annexation—a position his spokesman, Sean Spicer, contradicted Tuesday when he said Trump “expects the Russian government to … return Crimea.” But leaving aside confusion about the current administration’s Russia policy, is Trump right about the previous one’s?
There are two parallel narratives here: one political; the other historical.
First, the political: In 2012, Mitt Romney, who at the time was seeking the presidency, called Russia the United States’s Number 1 “geopolitical foe.” He was roundly mocked for his assessment, including by President Obama, who was then seeking re-election. Just three years earlier, the Obama administration famously “reset” U.S. relations with Russia that had been damaged by Moscow’s conflict with the former Soviet republic of Georgia. As part of this initiative, Secretary of State Hillary Clinton presented her Russian counterpart, Sergei Lavrov, with what was intended to be a “reset” button. A translation error rendered the Russian word on the button “overload” instead—a term perhaps more reflective of the turn U.S.-Russian relations took in subsequent years.
Despite their public displays of working together, Washington and Moscow did not always share the same worldview. Vladimir Putin, who was prime minister in 2011, likened the U.S.-backed intervention in Libya to the “crusades.” Seeing the chaos that followed the ouster of longstanding, brutal dictators decided to throw its weight behind one, Syrian President Bashar al-Assad, a longtime ally who at one point seemed would go the way of others, Saddam Hussein, Muammar Qaddafi, and, to a lesser extent, Hosni Mubarak.
