They need to own up to the labs' existence to blame Russia for releasing bioweapons because those bioweapons have markers labeling their origination.

This is the only way they hope to not be caught when they release them,

which was their original plan in the first place.

Now,

they don't have to set up any other more complicated scenario of blame.
