During a special military operation, the facts of the Kiev regime's emergency cleanup of traces of a military biological program funded by the US Department of Defence implemented in Ukraine were revealed.We have received documentation from employees of Ukrainian biological laboratories on the emergency destruction of especially dangerous pathogens of plague, anthrax, tularemia, cholera and other deadly diseases on February 24.Now the documents are being analyzed by Russian specialists of NBC protection troops. It is obvious that with the beginning of a special military operation, the Pentagon had serious concerns about the disclosure of conducting secret biological experiments on the territory of Ukraine.

The CTR program has built a secure Central Reference Laboratories (CRL) for pathogen collections in Ukraine and Kazakhstan, and is constructing a CRL in Azerbaijan. Currently, the CTR program has completed upgrades at 39 “Secured Labs” in Armenia, Georgia, Kazakhstan, and Ukraine. DOD continues to support upgrades and training at these facilities.89

In the FY2014 DOD CTR budget request, DOD asked to initiate bio-engagement efforts in “select areas of Africa, Middle East, and Southeast Asia to include regional engagements.” In FY2014-15, the CBE program contributed to the response efforts to contain the Ebola virus outbreak in Liberia, Sierra Leone, and Guinea. CBE also enhanced biosurveillance capabilities in Cote d’Ivoire, Senegal, Mali, Ghana, Togo, Benin, Niger, Burkina Faso, and Nigeria to prevent the spread of the disease. It also gave cooperative research support to South Africa, Kenya, Uganda, Ethiopia, and Tanzania.

In FY2016, proposed activities in Africa, South Asia, Southeast Asia, and the Middle East include the following:

 conduct laboratory BS&S equipment upgrades in Ethiopia, Cameroon, Senegal, Gabon, Sierra Leone, Liberia, Kenya, Uganda, and Tanzania;

 install laboratory equipment in Iraq and Afghanistan;

 conduct epidemiological training in Iraq, Afghanistan, and Jordan;

 build an outbreak surveillance network in Lao People’s Democratic Republic, Cambodia, and Vietnam;

 install laboratory equipment and conduct training in Lao People’s Democratic Republic, Cambodia, Vietnam, Philippines, and Indonesia;

 continue partnership with the Center for Disease Control and Prevention to enhance diagnostic capacity of Global Disease Detection element in India; and

 conduct joint research in Kenya, Tanzania, South Africa, Uganda, West Africa, Thailand, and Vietnam.
