Current assessment of risks of anthrax outbreaks in Ukraine

Introduction

 

Anthrax is an acute especially dangerous infectious disease of animals and humans. Bacillus anthracis is a potential bioterrorism tool. In Ukraine, there are favorable natural conditions for the spread of anthrax. There are 13.5 thousand of constantly anthrax-troubled points.Anthrax epidemic situation in Ukraine could be characterized as unstable. Because of the continuing reform of Ukrainian human health entities, the State Sanitary Epidemiological Service (SSES) has lost its control functions and is remaining in an uncertain state, which increases possible risks.

Epidemiological analysis of official data has been performed using information from the following sources: State Sanitary Epidemiological Service of Ukraine (SSES), State Veterinary and Phytosanitary Service of Ukraine, and analytical materials from SI UCDCM. Collected papers Distribution and Epidemiological Characteristics of Major Human Infectious Diseases in Ukraine (Kyiv Research Institute of Epidemiology, Microbiology and Parasitology, 1976) were also used during the study. Materials were compiled for the period from 1945 to 2015.

In the early XX century, more than 10,000 cases of anthrax in humans were annually registered in tsarist Russia. In 1913, 1,473 cases of anthrax in animals were recorded only in Kherson province (currently, Kherson oblast of Ukraine). The morbidity among humans increased again during the WWII. In the late 40s, massive epizootic anthrax among animals was eliminated and morbidity among people significantly reduced because of planned government measures, strengthened veterinary, sanitary, and epidemiological surveillance. Since 1950, significant reduction of incidence of human anthrax has been being recorded in Ukraine.

 

Since 1964, certification and mapping of persistent anthrax-troubled points in Ukraine have been being performed.

 

Compulsory vaccination of people against anthrax was cancelled and compulsory vaccination of all livestock was introduced in 1990.

The period from 1976 to 1993 is characterized as epidemically safe. Single cases of the disease in human were registered with intensity rates of 0.01 – 0.002 per 100,000 population (excluding 1985). No human cases were registered during the certain years: 1978, 1982, 1987, 1988.

 

The epidemic situation complicated during the period 1994- 2001. The following outbreaks were registered:

The main reason for the complication of the epidemiological situation was weakening of epidemiological and veterinary surveillance during the economic crisis characterizing this period. Epizootiological outbreaks arose from incomplete anti-anthrax vaccination of agricultural animals and from violation of veterinary-sanitary rules for their keeping as well. More than 80% of human infection cases happened resulting compelled cattle slaughtering, while the rest 20% resulted from meat product distribution and consumption without corresponding sanitary-veterinary expertise.

 

Six human cases of anthrax were registered during 2002-2015.

Conclusions

 

Relative wellbeing regarding anthrax in Ukraine persists owing to the implementation of ruled veterinary-sanitary activities and state sanitary epidemiological surveillance in meat- and leather-processing industries as well as because of active food control.

The main risks, which could trigger complication in the current epidemiological situation with anthrax, are the following:

 

Uncertainty in the system of sanitary-epidemiological and veterinary surveillance, which resulted from the reformation of the State Sanitary-Epidemiological and State Veterinary services.

 

Existence of favorable conditions for anthrax agent circulation (considerable number of persistent anthrax-troubled points in all regions).

 

Economic instability in the country.

 

Uncontrolled epidemic situation in the zone of the Anti-terrorist operation (Donetsk and Luhansk oblasts).

Russia Demands US Explain Alleged Bio Labs with Plague and Anthrax in Ukraine

Russia demanded on Wednesday that the United States explain to the world why it had supported what Moscow cast as a military biological program in Ukraine involving deadly pathogens including plague and anthrax.

 

Foreign ministry spokeswoman Maria Zakharova demanded transparency from Washington over the allegation, which is denied by Kyiv and which a Pentagon spokesman has described as absurd.

 

She said evidence of the alleged program had been uncovered by Russia during what it calls its "special military operation" in Ukraine, which its forces invaded on Feb. 24.

 

"We can already conclude that in Ukrainian biological laboratories in direct proximity to the territory of our country, development of components of biological weapons was being carried out," she said.

 

Zakharova said Russia had documents showing that the Ukrainian health ministry had ordered the destruction of samples of plague, cholera, anthrax and other pathogens after Feb. 24.

 

It was not possible to independently confirm the authenticity of any such documents.

 

In response to earlier Russian allegations about the purported military biological program in Ukraine, a Pentagon spokesman said on Tuesday: "This absurd Russian misinformation is patently false".

 

A Ukrainian presidential spokesperson said: "Ukraine strictly denies any such allegation".

 

Zakharova said the alleged program was financed by the Pentagon. "We are not talking here about peaceful uses or scientific goals… What were you up to there?" she said.

 

"The US Defense Department and the presidential administration of the United States are obliged to officially explain to the global community, officially, not through talking heads, about the programs in Ukraine.

 

"We demand details," she said. "We demand, and the world awaits."

 

Zakharova said it was not clear if the alleged materials had indeed been destroyed, adding: "Have they fallen into the hands of extremists or nationalists - who will provide a guarantee?

Abstract:

Anthrax has been reported in domestic and wild dogs throughout much of the world. Generally, canids are considered resistant to anthrax, although there are several reports of anthrax deaths in both wild and domestic canid populations. Prior to 2012, anthrax had not been reported in dogs in Ukraine, despite a long history in livestock and wildlife. An outbreak involving at least one cow and one dog was reported from a backyard setting in southern Ukraine in August of 2012. Laboratory results and epizootic data were compiled from official investigation reports of regional and state veterinary services involved in the case response. A single dog died after being fed meat and bones from an illegally slaughtered heifer that died of anthrax 5 days earlier. On the evening of the dog's death, the dog refused food or water; however, there were no other clinical signs. Laboratory tests of dog tissue included traditional bacteriology for Bacillus anthracis, a small rodent bioassay for virulence, and immunoprecipitation tests (IPT). IPT was positive, viable B. anthracis colonies were cultured, and a bioassay confirmed virulence. This was the first confirmed case of canid anthrax in Ukraine. This case report serves to remind veterinary officials that anthrax can affect a wide number of species. We advise surveillance systems remain flexible and include animals that might not otherwise be tested.

How U.S. Bioweapons in Ukraine Became Russia’s New Big Lie

A viral conspiracy theory could be used to justify an attack, the United States says.

In less than two weeks, a conspiracy theory about Ukrainian biolabs has gone from a fringe QAnon Twitter account to becoming a major rallying cry for both Russian President Vladimir Putin’s regime and the U.S. far-right.

 

Now, the White House says it may be used by Putin as cover for a bioweapons attack on Ukraine.

 

The theory that the Russian invasion was a pretext to destroy U.S.-installed biolabs first emerged online in the hours after Putin began airstrikes in Ukraine—although it can be traced back to older conspiracy claims. Since then, it has been touted or outright endorsed by a roster of Russian disinformation accounts; Russian and Chinese state media; Russian officials, including Foreign Minister Sergey Lavrov and United Russia leader Dmitry Medvedev; and noted U.S. far-right figures, including QAnon leader Ron Watkins and former U.S. President Donald Trump advisor Steve Bannon.
