Keystone XL moved tar sands, which is shitty and not good for making fuel, to export facilities. Keystone had no impact on fuel prices or supplies. Different product (Canadian at that) for a different market (China, plastic production).

So, yes, the production cuts are purely the result of Trump's negotiated "Plan" which caused the prices to rise, intentionally, and now he points the finger at Biden.
