I believe diplomatic immunity only appies to simple crimes like public drunkeness and parking tickets, but not rape, kidnapping and murder. And especially not homicidal mayhem on a global scale. What the diplomatic immunitymay be refering to is the ability to move through airports and ports WITHOUT BEING SEARCHED. Handy to have that when you're carrying vials of bioweapons for dispersal in a foreign nation for from the source. (hint)
