Both PACs list their mailing address with the Federal Election Commission (FEC) as the same virtual office in Wilmington, Delaware. Neither has a readily available phone number or email; Voter Education lacks even a website. The paper trail ends with the PACs’ treasurer Ann Mattson. But she is also a ghost.
