The US has it's own laboratories staffed with its own scientists who (maybe) could be trusted to keep a secret that big. If we were running a huge bioweapons program it wouldn't be in 336 labs in 30 countries.

>round robbin the weapon from lab to lab to lab avoiding detection.

Not necessary.

>even the people working on said bio-weapon have no idea they are working on a weapon.

It doesn't work that way.

It would just be done by 20 individuals at Fort Detrick.

>What is purpose of US labs in Ukraine?

There are no US labs in Ukraine. There are Ukrainian labs in Ukraine. They're probably doing everything from medical blood tests to basic science.

Extraordinary claims require extraordinary evidence. All the Russian MoD has given us is an implausible theory, and then said "prove us wrong". Considering the level of espionage that has gone on between Russia and the US for 70 years (plus the Chinese spying which we are helpless to protect our deepest nuclear and stealth secrets from) I'd expect them to have much better proof than what they provided. Their lack of sufficient evidence is especially problematic considering the massive scale of what they claim exists.
