Reporter: What are the consequences for China is they do aid Russia?
Psaki: I'm not going to get into specific consequences…should they provide military or other assistance, that violates sanctions or supports the war effort, there will be consequences.
[she says this just after describing the economic and military assistance the United States is giving Ukraine]
Psaki: When you have President Putin suggesting that the United States and Ukrainians are the ones working on a chemical weapons program, it's clear that this is a pattern we have seen in the past of them trying to set up a predicate for their own actions.
Psaki: How far [will gas go up]? We still believe it will continue to go up, but we're trying to take steps we can take to mitigate that and reduce it.
Reporter: Is it the US assessment that Russia is deliberately targeting civilians in Ukraine?
Psaki: We have a process we're still working through here.
