Evacuations started by fleeing Zelensky's order directing conscription of all able-bodied males between 18 and 40. Every non-miltary man and his family picked up and fled once that decree was made.
Arming civilians with AKs without ANY training is an abhorrent war crime. They will accidentally kill other civilians, themselves or be killed immediately once sighted holding an AK by any Russian soldier.
