I think a lot of people are underestimating the future with CBDC or digital dollars.
Think of it this way "If the movement of physical cash is impossible or interrupted for any length of time [ i.e. armored trucks, retail bank branches] then digital would have to work". Assumes electricity is still available.
I think what is going on is they are planning for a world where the entire infrastructure to move Federal reserve notes and coins is gone.
Someone at the FED probably in conjunction with the USTreasury has gamed this out. They definitely know how much cash is in circulation.
