How wide is a time zone? 1 solar hour wide at the equator? If the sun is directly overhead at the eastern edge is it "actually" noon at the western edge of a time zone?

My point is that only at the meridian of each time zone is the time "exactly" in alignment with the sun. Across the rest of the meridian it's off by up to 1 hour.
