UN High Representative for Disarmament Affairs: The Russian Federation has submitted documents regarding biological weapons programs in Ukraine. The United Nations is not aware of any such biological weapons program.
UN High Representative for Disarmament Affairs: The United Nations currently has neither the mandate, nor the technical or operational capacity to investigate this information.
Russian Federation Representative at UN: The American delegation does not want to respond to our questions, but they are, as much as the Russian Defense Ministry is aware, assisting what materials were received from Ukraine…about the implementation of military biological programs by the US and NATO allies on Ukrainian territory.

Russian Federation Representative at UN: There is also the P781 Project to study transmission to humans of diseases through bats. Work from this was done through the infamous Lugar Center in Tbilisi [Georgia].
Russian Federation Representative at UN: Research into human transmission through bats in Ukrainian biolaboratoies was systemic, and has been happening at a minimum since 2009, with the direct oversight of specialists from the USA…six families of virus were identified, including coronavirus, and three types of pathogenic bacteria.

This is a Pentagon staff member…she supervised the destruction of chemical weapons in Libya. Journalists should ask her directly: is that really her signature?

These documents have signatures, these documents were prepared on the basis of cooperation between Ukraine and the U.S. in the biological field…Don't make unfounded accusations of Russian propaganda, but reply to the questions we've asked.
Russian Federation Representative at UN: We didn't say, as the representative to the U.S. claimed, that Ukraine itself has a military biological weapons program. This program, based on the documents we have, is something that the U.S. itself has, not Ukraine.
Russian Federation Representative at UN: We've talked you through the spike in Ukraine of dangerous, lethal diseases, which there is no explanation for them through usual factors. It could be linked to this kind of activity.
Speaking to the press, the United Kingdom Representative to UN just admitted they have no actual intelligence that Russia is planning to use chemical or biological weapons against Ukraine.
