Opening up cures the elite already receive but which are catagorized as "experimental" so that insurance/medicare will not authorize the treatment.
It just seems the most logical if Trump is going to break open healthcare. If the treatments are available, someone is getting them. To be sure, those "someones" are the self-insured elite who seem to live beyond their years and do not want you to have access.
