This Transformation Map explores key issues for Ukraine based on its rankings in the most recent edition of the World Economic Forum’s Global Competitiveness Index (a full version of the 2019 Index is available under the "Data" tab below). Unlike the expert-curated Transformation Maps for other economies and topics, these Index-based maps zero in on six areas where a country has the greatest room to improve - based on rankings that reflect a "progress score," or distance from an ideal policy situation. While some individual rankings may appear unusually high or low, that can merely be the result of a large number of peers having identical progress scores in a particular category - which may group them into a single ranking at one end of the spectrum.
