Wouldn't it make sense to disperse and seek shelter away from public buildings?
Below is a quote from an AP report stating that citizens are taking shelter by gathering in large numbers in public buildings which are then hit with missile strikes by the Russians. This cannot be true because it doesn't make any sense why citizens would be encouraged to make themselves a target by gathering in large numbers in public buildings. What would be the motive for Ukrainian officials to encourage this? Wouldn't it make sense to disperse and seek shelte away from public buildings?

The strike on the art school was the second time in less than a week that officials reported an attack on a public building where Mariupol residents had taken shelter. On Wednesday, an airstrike devastated a theater where more than 1,000 people were believed to be sheltering. At least 130 people were reported rescued Friday, but there has been no update since then.
