Could be. My impression based on historical and first hand knowledge, is TW is the perfect eastern partner. They have western business affinity, and hold claim to what they consider to be 'true' Chinese heritage. They have seen the slow takeover of Hong Kong and Macau since the late 90's, and the expat flight of the true freedom seekers to places like Singapore and Vancouver. They must know what is coming for them…but here is the curious thing….they really don't seem worried. I do find that strange. Colleagues I know there sort of act like they have a force field of protection or something, I can't really explain it. They have full access to all western sources of media and business, so they are not filtered-down like the mainland chinese. If I were them I would be more nervous. Maybe there is an ace up their sleeve?
Taiwan had the advantage of being the go-to source after Japan started getting expensive, but before the doors to mainland China were really opened. In the 90's as a young professional, Taiwan is where all the offshore factories were being located, and where the supplier base was being groomed to make the consumer products of that era. China didn't really get ramped up until the 2000's, at which point they became the cheaper source compared to Taiwan. Which is why many people today don't think of Taiwan as a supplier base. But clearly, they do possess advanced chip making tech, which anon has read is one of the things that Xi wants. Hard to say. They also have some advanced metallurgy tech, for example tungsten carbine. What they lack is an effective equivaltent to Alibaba. Finding Taiwanese suppliers is not an easy task, as it is in China.
Right now the supplier offshoring move is to India, many of the mainland Chinese sources have now started operations there. In another ten years people will be wondering what is going on in China these days, since all the stuff is coming from India. This principal is just like the theorem "shit rolls downhill." After India it will be Africa.
