The laptop could be 'manufactured' by the IC to conceal surveillance. Hunter was recorded, his email intercepted, etc. via surveillance methods that the IC does not wish to disclose. So the IC copies its selected surveillance onto a laptop and has Hunter drop it off in return for a reduced sentence.
