My Gowdy Theory…..he gave the criminal referral that started the Mueller investigation and that is why he got the 'sneak preview' without the gang of 8. He didn't need to see any documents because he saw the US citizen complaint. He just needed 20 questions answered and then he knew what Mueller investigation was all about.

Look at the whole 'sneak preview' and Gowdy's comments from the perspective of a US citizen went to Gowdy for help….Gowdy did a criminal referral with the materials the US citizen gave him….Mueller was appointed Special Counsel. Mueller was investigating Gowdy's criminal referral and it is why Gowdy didn't need to see any documents. He just got a 'sneak preview' and confirmation that his criminal referral was legitimate.
