In those DV cases, they might not have “evidence” enuf to make the case, so they may need a vic’s cooperation in the form of testimony.
But in a case where it was witnessed by someone else or, like the Academy Awards, on film?
Don’t need vic to prove the case.
If the crime is witnessed by another, yes.
