In LA juries of homeless are used to make awards in PI cases involving the city. Plaintiff's attorney, city attorney and judge split the award, with the plaintiff getting a few hundred for his time. Far as criminal LA is SOROS country and there hasn't been a black criminal defendant convicted in a jury trial in over ten years. The felony cases aren't even brought, they settled.
