And the answer would be He wasn't. A bifurcation of governmental authority (or trifurcation actually) was done to protect the nation from hostile takeover.
Ceremonial duties and administrative minutia of the Executive Branch would be allowed within limits by the occupation. Strategic forces and the anti-corruption elements would exist within a military carve out under martial law. The true president would operate a skeleton government-in-exile while the ship of state gets righted.
