International Maritime Law recognizes a "Twelve-Mile Limit" to jurisdiction of a nation. Outside the 12 miles is Open Sea and "regulated" by International treaties. A naval vessel going to stop another vessel for search must be within the Territorial Limits of the natioin, an have that nation's permission, OR the naval vessel must be of the same flag, OR the naval vessel must have the permission of the nation of the country the vessel to be searched is flagged to aka registered. Any other action is considered Piracy and/or Act of War on the nation the stopped vessel is flying the flag ofโ€ฆunless by treaty the search is to be conducted by recognized law enforcement. That is why Coast Guard teams go on USN ships for such operations.
