Serial killers don't fear arrest. They believe they have superior intellect and God given right to dominate all others. They also appear to others as stand up citizens and pillars of the community. They blend in well with society, giving them all the resources they need for cover and legal protection.
This really doesn't matter to 99% of America who have nothing now.
