On the other hand, a sealed "court action' could be an indictemet and indictments could have many individuals named as indicted….and these are probably mostly indictments. 30K could mean up to a million people, even 2 million, but probably less than 300,000.

30K is a good number for a working hypothesis. Nothing we can do about it anyway.
