I agree with this idea there is a disguised entity playing both/all sides against each other for its own advantage. William Bramley wrote about this in his book "The Gods of Eden" and traces evidence for this as far back as he could go. He initially began with the question of why can't man live in peace, why must we always wage war. He explains that at least twice he completely stopped his research because he could not seriously believe what he was uncovering: an external non-human source deliberately provoking our perpetual conflicts, to keep us too busy fighting to organize against being farmed cattle.
