Russia comments on security guarantees for all European states

 

Russia's top diplomat, Sergey Lavrov, has said thatnations should agree not to strengthen their security at the expense of others

 

Moscow wants security guarantees for all European nations, not just Ukraine and Russia, the country's foreign minister told journalists on Friday. During peace talks with Russia, Kiev has confirmed it is prepared to become a non-aligned country in exchange for legally binding security guarantees.

 

Following talks with his Indian counterpart, Subrahmanyam Jaishankar, in New Delhi, Sergey Lavrov emphasized that other countries should also get such guarantees based on "those documents that have been adopted for many years in the OSCE framework, and which have proclaimed the principle that no country will strengthen its security at the expense of others' security."

 

Lavrov expressed cautious optimism regarding the ongoing negotiations between Russia and Ukraine, noting that Kiev and its Western allies now appear to agree to Ukraine's future neutral status, with no aspirations to join NATO.

 

Yet Russia's military offensive in Ukraine is not "just about Ukraine, its neutrality," but rather a "question of world order," Lavrov claimed. Russia's top diplomat went on to suggest that the US has now suppressed all attempts at establishing autonomy by Europe, with the latter now completely in lockstep with Washington. According to Lavrov, Europeans have reconciled themselves to this status.

 

The West's real endgame is the re-establishment of a unipolar world, Lavrov opined.

 

The Russian foreign minister said that the US and its allies were trying to conceal their true objectives, portraying their confrontation with Russia and some other nations as a "battle between democracies and autocracies." However, according to Lavrov, the West itself has become one big autocracy with the US at the helm.

 

Since February 24, when Russia launched its military offensive against Ukraine, Moscow has been slapped with a slew of unprecedented economic sanctions. The US, UK, Canada, Australia, the whole of the EU, Japan and several other nations have frozen the assets of Russia's central bank, also targeting some of the country's major commercial banks and entire industries. Individual businessmen and top officials from Russia are also facing punitive measures.

 

Moscow and Kiev are currently engaged in peace talks, with the latest meeting via video link taking place on Friday. Security guarantees for both nations have been one of the major topics discussed. Russia insists that Ukraine should declare itself a neutral state, with no foreign bases and troops on its territory which could potentially pose a threat to Russia. Kiev has indicated that it agrees in principle to such a status, demanding that guarantor nations agree to "legally actively" protect Ukraine in case of "any aggression."

There has been some “progress” in peace talks with Ukraine, Lavrov says

 

Russian Foreign Minister Sergey Lavrov said on Friday that Ukraine has come closer on the terms regarding Crimea and the Donbass republics. He made the comments several days after a round of peace talks with Kiev concluded in Turkey.

 

“There is progress, foremost in terms of recognition of the impossibility of Ukraine becoming a member of a bloc, the impossibility of Ukraine [joining] NATO,” Lavrov told reporters during his trip to New Delhi, India.

 

“We’ve also seen a lot more understanding of reality. I’m referring to the situation with Crimea and the Donbass.”

 

Crimea voted to leave Ukraine and join Russia shortly after the 2014 coup in Kiev. The Donbass republics of Donetsk and Lugansk broke away from Ukraine the same year.

 

During peace talks in Istanbul, Turkey on Tuesday, the Ukrainian team proposed holding separate negotiations on the status of Crimea over the course of 15 years. However, they refused to recognize the peninsula as part of Russia, or to recognize the two Donbass republics as independent states.

 

The Kremlin previously stated that Crimea’s return to Ukraine is impossible. According to amendments adopted in 2020, the Russian Constitution bans the surrender of Russian territory, with the exception of minor border adjustments.

Britain wants Ukraine and Russia to keep on fighting until Kiev scores a military victory, an alleged government source, cited on Thursday by The Times, has indicated. London is concerned that Kiev’s other Western backers might push it into settling for peace too soon.

 

Boris Johnson’s government is concerned that President Volodymyr Zelensky may be pushed into making significant concessions to his Russian counterpart Vladimir Putin in terms of “territory, sanctions and the pursuit of Putin as a potential war criminal,” the anonymous individual claimed.

 

“Some of our allies may be too eager for [Ukrainian President Volodymyr Zelensky] to settle,” the source said, referring to France, Germany, and the US. “We think Ukraine needs to be in the strongest possible position militarily before those talks can take place.”

 

London believes there must not be an “easy off-ramp” for Moscow, and urges that the sanctions be intensified “until all Russian forces have left Ukraine, including Crimea,” the newspaper reported.

 

Crimea broke away from Ukraine in 2014 after the democratically elected government in Kiev was overthrown in a violent coup. Moscow says Crimea is a part of its territory and considers its status settled.

 

The UK prime minister warned Zelensky against yielding in a phone call on the weekend, the report said.

 

Britain has been one of the most vocal backers of Ukraine in its stand-off with Russia, helping it with its military build-up since 2014 and shipping thousands of missiles in the weeks before the hostilities started.

 

Russia launched the attack on Kiev in late February, citing NATO’s creeping expansion into Ukraine as a major threat to national security, and accusing Western nations of refusing to resolve the conflict diplomatically.

 

Moscow stated that it was limiting military action in Ukraine to targeted strikes against military infrastructure, and to keeping Ukrainian forces in check in the hope of limiting civilian casualties and damage. It said it has no designs on territorial conquest or regime change in the country.

Ex-president calls for Russia to abandon food trade with West

Dmitry Medvedev says that Russia could cease exports to “unfriendly countries”

 

Amid Western sanctions, Russia might stop selling and buying food from “unfriendly countries,” former Russian President Dmitry Medvedev has revealed.

 

Medvedev, who is currently the deputy chair of the country’s Security Council, published a list of suggestions related to Russia’s food security and exports on Telegram on Friday. The post notes that Russia is a “major grain producer, on a par with India and China,” and when it comes to wheat, the country has been the “largest exporter in recent years.”

 

He also pointed out that agro-industrial exports reached over $37 billion last year.

 

Medvedev unveiled plans to sell “food and crops only to our friends” in rubles and their respective national currencies. According to him, Russia has “a lot of friends” outside of Europe and North America.

 

The former president suggested that Russia should not “ship [its] food and crops to unfriendly parties.” According to his plan, the government will prioritize the internal food market, with particular focus on price control. Medvedev added that Russian farmers could expect “massive and systemic” support.

 

Following the reunification of Crimea with Russia in 2014, the US and EU slapped Moscow with economic sanctions. Russia responded with counter-measures, including a ban on certain food imports. The West has imposed more sanctions since February 24, 2022, when Russia launched its military offensive against Ukraine. The Kremlin has vowed that no hostile step will remain unanswered.

 

On Thursday, Russian President Vladimir Putin signed a decree, according to which gas exports to “unfriendly countries” (those that have imposed economic sanctions on Russia) will have to be paid for in rubles starting from April 1. Among these countries are the US, UK, Canada, Australia, Japan, Taiwan, South Korea, Switzerland, all 27 nations of the EU, and several others.

 

Kremlin spokesman Dmitry Peskov said on Wednesday that Russia could start selling other hydrocarbons and commodities for rubles as well, noting that it’s an “idea that should definitely be worked on.”

China calls for ‘objective’ analysis of Russia’s claims about US biolabs in Ukraine

 

A “fair, objective and professional” assessment is needed for the materials Moscow has provided, the Chinese Foreign Ministry says

 

The international community should provide a “fair, objective and professional” assessment of Russia’s allegations regarding alleged US military laboratories in Ukraine, Chinese Foreign Ministry spokesman Zhao Lijian said.

 

In March, Russia shared evidence obtained from laboratories across Ukraine that apparently confirms that Pentagon-funded labs were working on “biological weapons components,” and may have been connected to suspicious outbreaks of dirofilariasis, tuberculosis, and avian flu over the past several years. According to the latest data revealed by military spokesman Major General Igor Konashenkov on March 30, Kiev was planning to use drones to deploy pathogens against the Donbass republics, as well as Russia itself.

 

Speaking at a regular press briefing on Friday, Zhao said the US has still not come up with a “constructive response” to Russia’s statements, and called on the international community to give serious consideration to Moscow’s claims.

 

He said, as quoted by TASS, that China “would welcome a fair, objective and professional assessment by the international community of the documents provided by Russia on the basis of the UN mechanisms and the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.”

 

China has consistently encouraged the US to make public all information about its biolabs. Two weeks ago, China’s permanent representative to the UN, Zhang Jun, told the UN Security Council that following the revelation by Russia of the newly discovered documents, “the party concerned should respond to questions, and offer timely and comprehensive clarifications to remove the doubts of the international community.”

 

Several days prior to that, Beijing disclosed for the first time the alleged number of US-controlled biolabs. Saying that laboratories in Ukraine are just the “tip of an iceberg,” Zhao revealed that the Pentagon “controls 336 biological laboratories in 30 countries around the world.” Noting that the US “has been exclusively obstructing” the establishment of an independent verification mechanism, the Foreign Ministry spokesman called on the US to “publish the relevant details as soon as possible, including which viruses are stored and which research has been carried out.”

 

The US has long claimed that allegations about military-funded biolaboratories in Ukraine are ‘Russian disinformation’. In March, however, US diplomat Victoria Nuland testified before the Senate that “biological research laboratories in Ukraine” did exist, and that Washington was working with Kiev “to ensure that the materials of biological research do not fall into the hands of Russian forces.”

In a new round of counter-sanctions, Moscow hits European government, parliament, public and media figures

 

The top EU leadership has been banned from entering Russia in response to the bloc’s “unfriendly actions,” which, as the Russian Foreign Ministry claims, are “driving the relationship with Russia into a deadlock.”

 

In a lengthy statement, issued on Thursday, the ministry said that the EU sanctions policy, which has been introduced in response to Moscow’s military operation in Ukraine, “oversteps all limits.” The intention of the EU, the statement says, is clear: “To force Russia to renounce its vital interests.”

 

“The EU’s actions are not only driving the relationship with Russia into a deadlock, but are similarly jeopardizing the wellbeing and security of its own citizens, as well as the stability of the global financial and economic system,” the ministry said.

 

Therefore, Moscow, on the basis of reciprocity, “is significantly expanding the list of representatives of EU Member States and institutions who will be denied entry to the Russian Federation.”

 

The ministry specified that the restrictions would apply to the “top leadership of the EU, a number of European commissioners and heads of EU military bodies, as well as the overwhelming majority of members of the European Parliament that have advanced anti-Russian policies.”

 

The blacklist also includes government and parliament members of some EU member states, as well as public and media figures who are, from Moscow’s point of view, “personally responsible for promoting illegal anti-Russian sanctions, inflaming Russophobic sentiments, and infringing on the rights and freedoms of Russian-speakers.”

 

The relevant note has been handed to the Delegation of the European Union in Moscow, the ministry said.

 

It concluded the statement by reaffirming that “any further unfriendly action by the EU and its Member States will inevitably be met with a forceful response.”

 

The statement echoes Thursday’s speech by Russian President Vladimir Putin, who said some Western politicians are allegedly prepared to sacrifice their citizens’ interests in order to “enjoy the good graces of their overseas master and overlord [by which he means the US].” He also said the sanctions that are being imposed on Moscow now were “prepared in advance” and “would have been imposed in any case.”

 

Considering the fact that the West has been imposing restrictions against Russia for many years, there is no point thinking that this approach would change any time soon, Putin emphasized.

 

Since the beginning of Russia’s military offensive in Ukraine on February 24, the EU has announced several rounds of sanctions personally targeting President Vladimir Putin, top government officials, and businessmen. Brussels banned iron and steel imports from Russia, outlawed the sale of aircraft, spare parts and equipment to Russian airlines, as well as the supplies of goods and technological equipment for the oil, aviation, and space industries. EU citizens have been banned from investing in the Russian energy sector. Dozens of EU companies have halted or stopped operations in Russia.

 

Moscow considers the move unlawful and unjustified and has imposed its own counter measures.

Ukraine attacked oil depot inside Russia – governor

 

Two attack helicopters entered Belgorod Region, Russia, the governor says

 

The fire at an oil facility in Belgorod Region, Russia was caused by a Ukrainian air raid, Governor Vyacheslav Galdkov said on Friday morning. The incident was reported amid Russia’s military campaign in the neighboring country.

Gladkov said the terminal was struck by “two Ukrainian military helicopters that have entered the territory of Russia while flying at low altitude.” The exact details of the incident are yet to be clarified.

 

The governor said two workers received non-life threatening injuries. The authorities began evacuating people from nearby areas.

 

Videos from the scene show a large fire raging at the facility.

 

The governor called the situation with the fuel supply “stable,” adding that there “will be no fuel shortages.”

 

Energy Minister Nikolay Shulginov similarly said that the fire will not cause shortages or price hikes, adding that Belgorod gas stations will receive fuel from other regions if necessary.

 

RIA Novosti quoted the emergency services as saying there was a risk of the fire spreading to additional oil storages.

 

Emergency services said they found no increase of toxic fumes in the air.

Kremlin responds to alleged Ukraine attack on Russian oil depot

 

The reported Ukrainian air raid doesn’t bode well for future negotiations

 

Kremlin spokesman Dmitry Peskov has said that the reported Ukrainian helicopter raid on an oil terminal does not help future peace talks with Kiev. The facility, which is located in the Belgorod region, caught fire on Friday amid Russia’s ongoing military campaign in Ukraine.

 

“Of course, this cannot be perceived as creating comfortable conditions for continuing the talks,” Peskov claimed, adding that everything was being done to prevent disruptions in fuel supplies in the region.

 

Peskov added that President Vladimir Putin was briefed on the matter

 

The oil terminal caught fire in the region bordering Ukraine on Friday morning. Governor Vyacheslav Gladkov claimed that two Ukrainian helicopters crossed the border and struck the site. Two workers received non-life threatening injuries.

 

The Russian Defense Ministry has not publicly commented on the incident. The Ukrainian General Staff similarly did not comment on the allegations in its regular reports on Friday.

 

The news website Segodnya.ua, however, quoted a Ukrainian military source as saying that the explosion at the terminal occurred “due to negligence, or to conceal someone’s corruption.”

 

Moscow attacked the neighboring state in late February, following Ukraine’s failure to implement the terms of the Minsk agreements signed in 2014, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German and French brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

 

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev says the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.
