after much tweaking and testing
it was determined that a semi-transparent overlay image using a pattern to generate random noise was the most effective at changing enough of the pixels in the image to avoide the hashing filter
while still preserving the image quality of the 'meme' enough that it was still legible
testing is required based on the content you are trying to get around the filter
here are some semi-transparent overlay's as an example
and a few examples of the overlays in use
as you can see with the twitter testing
you can set the opacity VERY low and still bypass the image filter
to the human eye, the overlay is almost impreceptible @5% opacity, but it was still able to get around twitters filter by changing enough of the pixels in the image
