This might be an actual"super-spreader" event!In two steps:

Mosquito bites vaccinated person, gets vaccinated blood.

Moves to unvaccinated person, infects directly into bloodstream with vaccinated blood.
Perhaps the "genetic modification" is to have their proboscises "leak" so that more of the prior people's blood makes its way into the current victim?
