He could, and did refer charges, but they were not acted on. Credit Holder, Lynch, whoever, but Gowdy was not positioned to that himself.

I believe this is why he is leaving his current post(s), to return to PROSECUTING. That is where is talent lies, and has heretofore gone unutilized. I believe Trump knows this. Time will tell.
