How does that happen? Happens wherever somebody is doing some things they don't want eyes on. Around here the cops write it off as vandalism. But half the time its the cops doing it, for their side jobs and job security. It means these are places to put hidden cameras to bust dirty cops and gangs, or to avoid. Depending how far down the tubes your representative police state is, you might be able to track the broken cameras on Google.
