I never went to school, well, not much and certainly carry no debt. I struggled muh way up to a GS12 step 8 by working my ass off. Work ethic trumped a degree.

I completely agree. I have no idea how a person could delay payments like that. I can't fathom it.
I've worked the collections end of an unavoidable debt (not dischargeable) with unlimited ability to collect said debt. Plenty of those got put on a "hold" or aka 53 status. Sometimes I requested a statute extension, sometimes I did not. If somebody was 74 and had minimal assets that's 100% going to be walked away from and thus informally forgiven.
