I have heard this term, and I think it is another way of stating the overarching themes of the Great Reset. When we analyze the philosophy behind these things, we can see they are all based on Scarcity. I call it the Scarcity Model, which always comes down to too many people and not enough resources. From that we get Eugenics, we get all kinds of reasons to 'curtail' human progress with things like adherence to climate predictions, resource predictions, etc. To me it is pure evil, and is the opposite of the ideals on which America was founded, and the human achievements that we should strive toward.
There have been a few discussions on this in recent days, from different corners of the interwebz. There are things we can observe, and even the timeframe they 'shifted' to this new 'transition' thinking: the early 1970s.
-Kissinger pushing China's 1-child policy
-Cancellation of the space program, esp. the Mars program
-Curtailment of industrial might and power generation…you need huge amounts of energy to do huge things, like China
-Weakening of human reproductivity through chemical and psychological means
-Wholesale killing of babies
-Lazy pursuit of next gen power systems like fusion
-The hpyer focus on social divisions, and acquiring of money and assets, rather than the development of human potential
-A medical industry actively trying to kill us
What I have not figured out is f these people actually BELIEVE in the scarcity model, or if it is just a convenient way of human manipulation. That list is what an elite cabal would do, to prevent human progress. Either they believe we will never progress beyond this planet, or they are scared of what will happen if we do.
Elon Musk (love him or hate him) has been a big proponent of the idea that humans really have an urgency to diversify beyond Earth. It only makes sense. If this place became poisoned, or suffered and E.L.E. then we have no plan B. A diverse and vibrant human ecosystem would figure out how to plant colonies on other moons or planets, and how to use the things that motivate us (like wealth, fame, achievement) to drive the whole effort forward. Instead, we have the controlling powers of Earth all driving us to sit at home on computers, not travel anywhere, and be content not owning anything while we eat our bug sandwiches.
If you have not checked out Matt Ehret's writings, I highly recommend it. He gives a different view on human dynamism, in particular the Belt & Road initiative. He makes a compelling case why China is driving the world forward, and not the West. We have basically become a culture of death. But there is hope in countries like India and China, if they can throw off the shackles of Europe (which they seem to be doing).
