Classifying information is always related to National Security. Information, which if released could cause harm to National Security, is Classified. Controlled Unclassified Information wouldn't pose a risk to National Security if released, but could pose other risks. Personally Identifiable Information (PII), like SSNs & DOBs could be considered Controlled Unclassified. Think, certain employment records or Law Enforcement Sensitive Information.

I'm not justifying the bullshit system, just relating my understanding of it. It kinda made sense to "Classify" War plans and Nuclear Info, but now "everything" is classified to coverup crimes, which violates the intent of the classification process. Now, so many people in gov't are implicated by the crimes that are hidden under classification that "National Security" would be jeopardized by declassifying them…which is bullshit.
