I know that story. well meaning social organizations (women) rounded up homeless kids of NYC (mostly nyc) and shipped them west to 'find homes with farm families'. A lot of them worked as newsboys and since they made their own way they were reluctant to go and had to be captured, tracked down by the social crowd and helped by police.

tbh, many were in squalor, their fathers had died during the civil war–that's what left these kids fatherless. Orphans happened later during the spanish flu, but the program to ship them out west still was going on.

these kids were work for the farms. or worse.
