This continues to puzzle me.
"Planned, installed, and activated" does not sound metaphorical at all. It sounds like some kind of technology.
We shall see.
I know anons have proposed several explanations. I find none of them entirely satisfactory.
"Installed"?
You install a light switch, a well pump, a new carburetor (physical devices), telephone service to a building, and so forth.
Or you can install a device driver or a software application (digital devices).
You don't install people, services (unless they are performed by software), plans and directives, intelligence operations, policies, executive orders, etc.
Q's and President Trump's choice of words leads me to believe that they are talking about something actual, tangible, physical, possibly executable.
For me this remains a "wait and see, gather more data, before forming firm conclusions" topic.
(I can't wait to find out what it really refers to … and then maybe one of your speculations will be proven correct.)
