CoS is not predicated on what the federal government will do or will not do. This is soley at the purview of the states. SC I believe makes the 20th state to pass a resolution calling for a CoS. 33 states needed in total. 34 to ratify. Federal government has no say whatsoever. This is why we'll hear "they" will destroy the Constitution, runaway convention and all of the other bullshit hysteria they'll use.
Hey genius? The reason that it's never been called by the states is because congress has been the originator of every amendment to the Constitution.
