As for oil – forget it. They never got it started in the first place, and their oil reserves are not enough for export.
As for gas:
Simply because they didn't produce enough.
Likely due to internal corruption that they couldn't even satisfy their own demand (check e.g. Burisma & Biden/Zlochevsky).
