Could be. There are many Germans to this day who are waiting for orders. Can''t really understand it but when it gets tough, a lot of them looks to a leader. Know them well, lived in their country and worked with them. Have a job that needs done? There's none better. Have something broken down and it needs fixed? The first thing the supervising men on the ground do is call for orders. Meanwhile, Dutchmen, Spanish, and yes, even yours truly when I was there, had the machine fixed and working long before the German boss came back with his crew.
