If Convention of the States goes down to act on issues Congress continues to refuse to deal with, is it possible the States and their respective Legislatures can go 25th Amendment on Potato?
Seriously, if Article V provides for the States to use their power to force Congress to obey, is there a way 25th could be used and Congress has no choice?
