1997 - January, 27, 2007: Lord Malloch-Brown was a tenant of George Soros of his upstate New York estate, paying over $10,000 per month. In 1997, Malloch-Brown was chairman of the UN Secretary-General Task Forceon Reform of UN Communications.
1997: Hillary Clinton, developed her Adoption and Safe Families Act requiring states to terminate parental rights for children in foster care for 15 out of 22 months, with funding to encourage adoption for children up through age 18. Bill Clinton expanded the Adoption and Safe Families Act, providing states cash bonuses for every child adopted out of foster care, handled by Child Protective Services. The bill was passed by the Republican controlled House and Senate under Speaker Newt Gingrich. It expanded the 1974 act introduced by Walter Mondale. Being monetarily incentivized to keep children in foster homes or to adopt them out, but not paid to unite them with their family, CPS became corrupt, and some of the individuals who got too close to exposing their legal kidnapping, child abuse, and trafficking, ended up killed, usually blamed on unrelated murder or murder/suicide (see Sen. Nancy Schaefer of Georgia, 2010, murder/suicide by husband; one-time Sen. Linda Colins-Smith of Arkansas, 2019, murdered). Caseworkers and social workers often commit fraud, withhold exculpatory evidence, and fabricate evidence. This information was researched by Nancy Shaefer, who ended up being murdered, purportedly by her husband who then committed suicide. She had made several recommendations, including independent audits (in her state of Georgia) to investigate the corruption, to reform the system, to end the financial incentive, to give other family relatives the opportunity to take the children, to make use of trial by jury to present all evidence before a child is removed, to prosecute fabricated or withheld evidence.
At the same time, Hillary Clinton, pushed the State Children’s Health Insurance Program, promoted nationwide immunization against childhood diseases, and organized a child care conference and also early childhood development and learning conferences at the White House. Rockefeller IV had co-authored the program. In the State of the Union address, Bill Clinton proposed a new initiative to provide health coverage to up to five million children.
Along with senators Ted Kennedy and Orrin Hatch, Hillary Clinton was the force behind the passage of the State Children's Health Insurance Program. This legislation did what the first one, disguised as general health care, was intended to do. This federal bill gave state support to children whose parents could not provide them health coverage. Anthony Fauci headed the NIH. She successfully sought to increase research funding for prostate cancer and childhood asthma at HIH. She worked to investigate reports of an illness affecting veterans of the Gulf War, Gulf War syndrome. She also returned to Northern Ireland to deliver the inaugural Joyce McCartan lecture at the University of Ulster in honor of the community campaigner she had met during her visit in Belfast in 1995.

Sen. Joe Biden became a ranking member of the Senate Foreign Relations Committee SFRC, a standing committee of the U.S. Senate leading foreign policy legislation and debate in the Senate. The SFRC oversees the funding of foreign aid programs, arm sales to national allies, international treaty negotiations, and diplomatic nominations. BIDEN’s membership came at a critical time for China, when it applied to join the World Trade Organization WTO. During China’s application, BIDEN supported free-trade legislation that helped China join the WTO. Also relative to USAID:
"In the late 1990’s, Chairman Jesse Helms of North Carolina, and the Committee’s Ranking Member, Senator Joseph R. Biden, Jr. of Delaware, together secured enactment of landmark legislation to fundamentally reform the U.S. foreign policy institutions for the post-Cold War world—shutting down two obsolete federal agencies (United States Information Agency (USIA) and Arms Control and Disarmament Agency ACDA)) and merging their functions into the Department of State and bringing a third (United States Agency for International Development (USAID)) under the direct control of the Secretary of State."
Madeline Albright was Secretary of State from 1997-2001, and USAID was moved over to State in 1998.
Also this year, Smartmatic was founded in Venezuela by a team of three engineers – Antonio Mugica, Alfredo José Anzola, and Roger Piñate, specializing in the design and end-to-end deployment of technology solutions for specific applications. They work in electronic voting systems, smart city solutions (including public safety and public transportation), identity management systems for civil registration, and authentication products for government applications.
Also this year, American Information Services acquired Election Services Division of Business Records Corporation, and reincorporated as Election Systems & Software, Inc. Also, Global Election Systems, Inc. acquired I-Mark Systems. Also, Sequoia obtained IP rights to Optech ballot scanners from Election Systems & Software (ES&S).
January 5, 1997: A handwritten entry in the flight logs shows a trip Donald Trump took from the Palm Beach International Airport to the Newark Liberty International Airport, listing the model of the plane as a Gulfstream II, under the tail number N908JE, which was Jeffrey Epstein's. The other named passengers, were the Dubins (Glenn and wife), Jeffrey Epstein ("JE"), Ghislaine Maxwell ("GM"), Mark Epstein, and Didier (Cazaudumec?).

January 11, 1997: Alan Dershowitz and possibly another Dershowitz (his wife?) flew on Jeffrey Epstein's plane from Newark, New Jersey, to Tucson, Arizona, with him, Celina Midelfart, and several other individuals.

February 17, 1997: Lynn Forester (de Rothschild) and a possible other Forester flew on Jeffrey Epstein's plane from Palm Beach, Florida to Teterboro, New Jersey, with him, Ghislaine Maxwell, Celina (Midelfart?), and at least one other individual.
May 1, 1997: The FBI destroyed Armour Dunham's FBI file, and with it evidence of his CIA connection. He was Barak Obama's grandfather.
May 7, 1997: Alan Dershowitz wrote an article for the Los Angeles Times: “Statutory Rape Is an Outdated Concept”.
June 21, 1997: Lynn Forester (de Rothschild) flew on Jeffrey Epstein's plane from Teterboro, New Jersey, to Martha's Vineyard, Massachusetts, with him and Heather. Russ Kippes possible co-pilot.
July, 1997: Mary Mahoney, former White House intern, when about to go public about sexual harassment by Bill Clinton in the White House, was murdered execution style. Two assailants had used silencers, and $4000 in the coffee shop in which she was working was not stolen. Regardless, it was called a "robbery". There had been no forced entry, but the shop was locked and her and two other workers' bodies were found the next morning. The shop was a regular stop for Stephanopoulos, Lewinsky, and Chelsea Clinton.
August 31, 1997: Princess Diana, the ex-wife of Prince Charles, the son of Prince Philip and Queen Elizabeth II, was murdered in Paris, the car in which she was a passenger, forced into a tunnel column. At the time, Philip was on holiday at Balmoral with the extended royal family.
October 21, 1997 - May 14, 2010: Jeffrey Epstein flew a helicopter sharing a covert U.S. military plane's tail number (N474AW) used by DynCorp. Federal Aviation Administration registry shows the tail number N474AW had been used from this date by a OV-10D registered to the U.S. Department of State. DynCorp has a history of child trafficking in many countries, and is owned by Steve Feinberg (current U.S. intelligence board) and composed of many elite politicians. BTW, Steve Feinberg’s dad lives in Newtown, Connecticut, he lived a few miles from Sandy Hook.
October 23, 1997 - November 8, 2016: The Clinton Foundation (note the end date is the day Trump was elected) was supposedly founded on this date.

Late, 1997: Benefiting from an antitrust action by the U.S. Department of Justice, Sequoia Voting System obtained the intellectual property rights of the Optech line of ballot scanners. It proceeded to manufacture scanning voting machines and developed a touch-screen, but the product underperformed after several years of losses.
