ESA chooses Leonardo for its Cyber-Security Operations Centre (C-SOC) which will protect European space resources

Leonardo, leading as the Prime Contractor for a consortium of 19 companies, will design, implement, build, validate and operate ESA's new Cyber-Security Operations Centre (C-SOC), a key infrastructure for the economy and security of Europe

Operational from 2024, the C-SOC will strengthen the cyber protection of European space systems through the management and monitoring of vulnerabilities 24 hours a day, and improving security for ESA Member States and partners

Leonardo has signed a contract with the European Space Agency (ESA) to design, implement, build, validate and operate, under the technical responsibility of the ESA Security Office, a new Cyber-Security Operations Centre (C-SOC). Operational from 2024, the C-SOC will be a key infrastructure for Europe protecting space assets, related ground segment (control and operations management centres), ground-ground, ground-space and space-space links from cyber threats.

Leonardo, as Prime Contractor, will lead a consortium comprising 19 companies from Italy, Belgium, France, Germany, UK, Estonia, and Romania, leveraging its experience acquired through cyber threat protection of over 5,000 networks and 70,000 users in 130 countries and leading on large international projects such as the NATO Computer Incident Response Full Operational Capability (NCIRC FOC) program, which guarantees the security of information and communications at approximately 75 NATO sites located in 29 countries around the world.

Ex-Homeland Security Watchdog Indicted For Fraud, Theft Of Government Property

Topline: Charles K. Edwards, a former Acting Inspector General for the U.S. Department of Homeland Security, has been indicted on 16 counts relating to a scheme to steal software and databases containing the personal information of government employees so he could sell an enhanced version of that software to the Department of Agriculture, the Justice Department announced on Friday.

Edwards, 59, and Murali Yamazula Venkata, a 54-year-old former subordinate, were charged with conspiracy to commit theft of government property and to defraud the United States, theft of government property, wire fraud, and aggravated identity theft.

Venkata was also charged with destruction of records.

Edwards served as acting DHS inspector general from 2011 through 2013 under the Obama administration, the Washington Post reported in 2014.

The DOJ alleges that between October 2014 and April 2017, Edwards and Venkata stole software and records containing the personal identifying information of DHS and Postal Service employees so that Edwards’ company, Delta Business Solutions, could sell an “enhanced version” of the software to the Department of Agriculture at a profit.

The DOJ also alleged that Edwards “continued to leverage his relationship” with Venkata and other DHS employees to execute the scheme after he left the office in December 2013.

Forbes was unable to reach Edwards, Venkata, or their attorneys for comment.

Key background: The DHS Office of the Inspector General is tasked with providing independent oversight of the Department of Homeland Security. For the 2020 fiscal year, it had a budget of $51.7 billion. Edwards worked for the federal government for 20 years and resigned his post at DHS in December 2013, just three days before a hearing before the Senate where he was due to answer questions, according to the Post. In April, 2014, a Senate oversight panel found that Edwards had “jeopardized the independence” of the DHS Office of Inspector General after investigating whistleblower allegations that he had abused government resources and maintained inappropriate personal friendships with senior DHS officials.

CASTRATION

AS A CONSEQUENCE OF THE STRENGTHENING

OF THE DYNASTIC PRINCIPLE*

The paper discusses examples of corporal mutilation that accompanied intra-dynas-

tic conflicts or clashes with real or potential pretenders to the imperial throne. Castration

was a known but rarely applied measure in the political conflicts of the 7th and 8th century.

Hence the two consecutive cases of castration of all sons of the deposed emperor Michael I

Rhangabe (813) and the assassinated emperor Leo V the Armenian (820) deviated from the

previous Byzantine practice. The paper establishes that in these cases the choice of castration

as the most effective means of ensuring the future political disqualification of the princes

and their families was a result of the strengthening dynastic principle, which was particularly

noticeable in the cases of the descendents of Constantine V from his third marriage. It also

highlights that castration was never used on the deposed emperor autokrator, but only on the

bearers of imperial dignities (co-emperors) or simply princes with no imperial title. In exam-

ples where castration was used to ensure political disqualification, it was not a sanction for an

individual wrongdoing (in other words, castration was not a penalty prescribed for a specific

transgression); if these cases were a matter of punishment at all, the penalty was meant to

sanction the entire bloodline (γένος) rather than the (innocent) individual.

Castration was a milder form of punishment compared to other forms of physical

mutilation (severing of the nose, tongue or ears; blinding). Due to the ambivalent attitude of

the Byzantine society towards eunuchs, castration did not necessarily lead to social margin-

alization. Hence, it was applied more frequently during the reign of the Macedonian dynasty,

but prominent castrates were incorporated into the official hierarchy as members of an order

of eunuchs (τάξεις τῶν εὐνούχων).
