That is upgrade from HTTP to HTTPS. I had to do that on a blog I ran a while back.
Bottom left of comment form, it says PASSWORD. Pick something you can remember and put in the box. You have to fill it in every time you comment. Using the 24 hr Captcha link is way easier but I was already here before that got posted.
