This is right up anon's alley. I'm an expert in all things public water systems' storage….you know, the multi-million gallon tanks on top of a hill or on top of a tower? As a contractor, I build and coat those for the last 30 years.
Part of our scope includes sampling and testing of the water supply as municipal water is brought into the storage tanks for the first time after construction, or relining. This testing includes BacT's and VOC's (Volatile Organic Compounds) that the EPA maintains a running list of constituents and acceptable levels.
You are allowed to drink benzenes, xylenes, and a number of cariogenic compounds, but the levels deemed acceptable risk are in the PARTS PER BILLIONS.
If the compound isn't on the list, we are not testing for it…period.
The solution to pollution is dilution. Compounds in the water are begin measured down the the NANOGRAM/LITER - essentially nothing, but there, and detectable.
The tainting of public water systems could only be done on a local level…there are far too many operators/systems to inject some fuckery and have it work across the board.
Our foods however….now that's a different story.
