the level of basic science illiteracy is frankly mind boggling and more than a little terrifying. the toxins in snake venoms are complex proteins, with molecular weights in the range of 15-150 kDa. proteins are very LARGE and very FRAGILE molecules, and their biological activity depends on being properly "folded." the folding is maintained by very WEAK intermolecular attractions, mainly dipole-dipole, hydrogen-bonding, and disulfide bridges. disrupting these weak attractions causes the protein to unfold and mis-fold and the process is known as "denaturing" the protein. in most cases, those weak interactions are easily overwhelmed by plain water, so merely putting snake venom in water would likely denature it and destroy it's toxic effects. for absolutely certain no such toxin could not survive the processes at the water treatment plant. any attempt to put a complex protein toxin into the water supply would absolutely HAVE to be AFTER it passes out of the treatment plant and enters the distribution system. even then, the chances that it would survive at all are somewhere between slim and none, and slim just left town. so forget the "dilution" question. that is moot. if it were not, you would need a shit ton of ANY toxic substance to "poison" the entire population of a public water system.
