Here's the current listing of Primary MCL's (Maximum Contaminate Levels) in drinking water as established by the EPA and generally mirrored by independent water agencies. There can also be secondary and tertiary constituents to include taste and odor, but those are generally rare to see enforced.

This brings me to a story of tanks we rehabbed for the city of Malibu. 2013 or so. There were juvenile camps throughout the Malibu area that each had their own storage/treatment facilities. I received a call about a month after we completed 5 tanks and was called out to perform testing of the linings/water. Apparently, an employee of the State Juvenile System had purchased vast quantities of Hydrochloric Acid and tried to poison the delinquents at the camps. He used a purchase order and had delivered to one of the facilities, thousands of gallons of Hydrochloric acid. At some point, this disgruntled jackass broke into the tanks and dumped hundreds of gallons into the tanks. There were a few kids that got ill and a couple went to the infirmary, but no serious injuries. The FBI was involved, and I never heard another peep about it. It can happen on a local level and I know from experience.

 

Now think about what he did. Hundreds of gallons (lets say he was there all night and dumped 500 gallons) into a 2 million gallon tank = 1/4000 or just enough to be detected by non-lethal illnesses.
