I believe that is the dimensions of the street block (land) and the white part is the road.

The infrastructure may be repurposed.
The costs to obtain and the chip shortages likely mean the build-out for TS is going to be slow. That quantity of servers isn't going to come in overnight.
I could see an 'acquisition/merger/buyout' to get the hardware.
