Kansas could be Pompeo in other Q posts, but in this Q post I am pretty sure it is referring to Stephen McAllister.

If Kansas is McAllister in this post then every single one of the above would be from the DOJ. Also, their ordering is by position/rank

 

Seems logical to me.

 

If KANSAS were Pompeo in this post both the order would no longer be rational and the relation to DOJ/prosecution/investigation would no longer be rational.
